Higher Education Works Foundation is the research arm of the Higher Education Works family of organizations.  It is a 501(c)(3) non-profit organization.

As home to the first public university in the United States to open its doors to students, North Carolina has a rich and sustained tradition of public support for higher education.

The state has long prided itself on providing its citizens a quality education at an affordable price.  The state’s Constitution even includes a provision in Article IX, Section 9 that says:

“The General Assembly shall provide that the benefits of The University of North Carolina and other public institutions of higher education, as far as practicable, be extended to the people of the State free of expense.”

Because of recent reductions in funding, ongoing financial stresses experienced by all states and continuing growth in North Carolina’s population, though, a sense is growing that the civic promise extended by the state’s Constitution is at risk of being broken.  The Higher Education Works Foundation seeks to address these fears with fact-based research about public higher education in North Carolina.
